WP1 Quality Metrics  

Criteria to objective 1: establishing a human collaboration network

  • Setting up the structure of the collaboration network
    • All positions filled in the management structure
      • PSC: 13 positions; TB: WP managers and task leaders
      • Done by kick-off meeting, for whole project period (2 years)
    • Number of meetings and quality of minutes
      • Quarterly alternate meetings for PSC and TB
      • Agenda sent in advance (1 day), minutes distributed within 2 days (internal for review + then to whole collaboration)
    • Efficiency of actions taken in solving issues
      • Definition of actions with responsible, tracking of actions
      • Actions typically solved by next meeting (60%), in one month (25%) , in three months (15%)
      • Actions accepted by partners
  • Support mechanisms
    • Web portal: quality, contents, statistics of use by partners
      • Quality: standards (W3C), accessibility at modem speed (for remote users), time up, a rich section per wp + general introduction, links to other projects, etc.
      • Intranet section for deliverables, reviews, project control, etc.
      • Partner use of intranet at least weekly
    • Mailing lists established, members and activity of the lists
      • A general mailing list (eela-members), a partner/PSC list (eelarepresentatives), a TB list (eela-tb), a mailing list per WP (eela-wp1... eelawp4)
      • Typically 100 (communication activity) -1000 (forum activity) mails monthly.
    • Videoconferences arranged, support at each site, quality
      • PSC and TB meetings hold by VRVS or similar system
      • 10-20 partners connected, at least 50% with live image
      • Use of multimedia and auxiliary (.ppt online, etc)
  • Study and adoption of policies
    • Participation (number of EELA members) and Presentation in policy forums (GGF, European Grid Conference, GridCoord workshops, IST Concertation Meetings, e-IRG)
      • Typically 5 EELA members participating at each GGF, EGC, and IST meetings, and with a short in-situ meeting, and reporting to PSC and TB. For GGF, EGC and IST meetings, EELA only will finance the participation of one member in each; the rest will be covered by other funds.
      • At least 2 (1 EU, 1 LA) participants in e-IRG connected to EELA, reporting later to PSC. EELA will support this participation.
    • Presentations to national authorities (number and scope)
      • At least 1 presentation in international events along the project, and 1 presentation at each partner national level
  • Evaluation of new possible areas of collaboration
    • Number and scope of actions (Workshops, Meetings, Open Days)
      • 4 project Meetings, 2 of them including an Open Day session
      • Participation and presence of EELA members in at least 7 thematic workshops
    • List of possible new areas and relevant partners involved both in Europe and Latin America, and total number of researchers in the corresponding communities.
      • A contact database obtained in meetings, open-days, from web info requests, with at least 300 interested researchers/industry possible collaborators. At least 100 contacts by end of first year.
      • For each contact in database, questionnaire of interest filled with at least 75% of answer to questions, for at least 80% of the members
    • Mechanisms established to push and track future collaboration
      • Mailing list/forum established including all contacts (explicit agreement), emails sent per month, informing of new advances/status.
      • Access to all contacts to training courses offered.
      • At least 10 new initiatives (3 in first year) started involving new contacts
